About the Dog Whistle sound
High-frequency content that dogs hear clearly and most humans largely don't. Dogs detect frequencies roughly twice as high as people can, so this works as a prank on two species at once: every dog in range snaps to attention while the humans look around confused. It is also genuinely useful for testing whether your speakers or headphones reproduce the top of their range. Fair warning. Your dog is about to become extremely interested in your phone, and will not be talked out of it.
